This work introduces Block-PAD, a blockchain-enabled framework designed to support resilient, flexible, and identity-aware Central Bank Digital Currency (CBDC) transactions. The proposed architecture leverages digital identity mechanisms to strengthen trust, transaction security, and interoperability while supporting offline and constrained-payment environments.
